“The Warm Home Discount (WHD) scheme came into effect in April 2011 and requires obligated domestic energy suppliers to provide support to fuel poor customers.

Ofgem’s role is to administer the WHD scheme and monitor suppliers’ compliance with their obligations. Following each scheme year we report to the Secretary of State on the implementation and delivery of the WHD scheme.

We have now published the sixth WHD annual report, covering the period from July 2016 to May 2017. This details the overall achievements of suppliers against their obligations for the sixth year of the scheme, the high level outcomes over the six years, and the anticipated future of the scheme. It also describes the introduction of the requirement for suppliers to report on how many customers successfully redeemed the rebates provided by their supplier.

The report shows that, despite non compliance by one supplier, overall the participants met the scheme spending obligations for scheme year 6, providing over £323 million of support to vulnerable consumers including £140 rebates to nearly 2.2 million vulnerable consumers.”
