The Warm Home Discount (WHD) scheme came into effect in April 2011 and requires obligated domestic energy suppliers to provide support to fuel poor customers.

Ofgem E-Serve’s role is to administer the WHD scheme and monitor suppliers’ compliance with their obligations. Following each scheme year we report to the Secretary of State on the implementation and delivery of the WHD scheme. 

We have now published the fifth WHD annual report, covering the period from April 2015 to March 2016. This details the overall achievements of suppliers against their obligations for the fifth year of the scheme, the high level outcomes over the five years, and the possible future for the scheme. It also describes the success of the Mobile Home Industry Initiative pilot which for the first time allowed customers living in mobile homes and park homes access to support under the scheme. 

The report shows that obligated suppliers met their obligations for the fifth year of the scheme, providing over £320 million of support to vulnerable consumers including £140 rebates to nearly 2.2 million vulnerable consumers.
