We undertook a literature review to summarise what is known about how small energy users (e.g. domestic and SMEs) might respond to time of use electricity prices and what tools might help them to respond. The review draws on theory from behavioural science to help predict how these users might respond and concludes with a summary of the key evidence gaps.
