The ECO3 Order sets out that First Time Central Heating (FTCH) will be expanded to all property tenures.

This template allows a private landlord to declare where a heating system is installed, at no point prior was there a central heating system OR an electric storage heater that is not broken down or has a responsiveness of greater than 0.2 when assessed against SAP present in the premises.

The Energy Efficiency (Private Rented Property) (England and Wales) Regulations 2015 establishes a minimum level of energy efficiency for PRS properties.

To reflect the separate minimum standards, rules are being introduced under ECO for Private Rented Sector (PRS) properties. The new rules are based upon EPC energy efficiency ratings of the property before the installation of the measure being claimed under ECO.

PRS properties with an initial EPC efficiency rating of A, B, C, D or E can receive any measure, except for the installation of a heating system to replace a broken heating system.

PRS properties with an initial EPC efficiency rating of F or G are only eligible to receive solid wall insulation or a renewable heating measure.

For owner occupied premises, EPC energy efficiency ratings and/or RRN only need to be provided if there is a claim the uplift on LA Flex non-PRS properties.

The EPC rating should be recorded on the template to verify the any measure is eligible in PRS properties. It should be recorded where necessary for owner occupied premises as outlined in the previous paragraph.

In addition, as agreed by the ECO reporting working group, this template will also contain the landlord permission declaration for privately rented properties listed on the template and the landlord should ensure any necessary permission for an ECO measure has been obtained.

Energy companies may use their own version of these templates, however, any template for these purposes must contain the information included in this document as a minimum.
