Our strategy and proposed programme of work

First published in March 2024, Ofgem’s Multiyear Strategy ‘Protect, Build, Change, Deliver’, set out our priorities for the next five years and beyond. The Multiyear Strategy includes our regulatory work and the administration of low carbon energy and social schemes that we deliver on behalf of Government.

Our strategic priorities are:

  • shaping a retail market that works for consumers
  • enabling infrastructure for net zero at pace
  • establishing an efficient, fair and flexible energy system
  • advancing decarbonisation through low carbon energy and social schemes
  • strengthening Ofgem as an organisation.

New developments

Since we published our Multiyear Strategy in March 2024, there have been significant developments in the energy sector.

We have a new government, focused on five missions, including to ‘kickstart economic growth’ and to ‘make Britain a clean energy superpower’. The government’s flagship energy policy is to achieve a clean power system by 2030.

The National Energy System Operator (the ‘NESO’) has also been established, which is responsible for the planning and operating of the energy system to achieve carbon reduction, security of supply and efficiency objectives.

We will work with government and the NESO to achieve the 2030 clean power system milestone.

Consulting on our proposed programme of work for the year ahead 

Each year, Ofgem consults on a proposed programme of work, to deliver our strategic priorities. For the period April 2025 to March 2026, we are currently consulting on the new, key reform projects that we intend to focus on in the year ahead.

We would welcome views from people with an interest in our proposed work programme for the year ahead; particularly those from the energy industry, consumer groups and charities. 

We would also welcome responses from other stakeholders and the public.
