Response to consultation on licence fee cost recovery principles

We published a consultation on proposed changes to the licence fee cost recovery principles in January 2024. These changes will allow recovery of Ofgem’s costs relating to set up and operation of the regulatory framework for heat networks.
We have reviewed the responses and considered stakeholder views on the amendments. Based on the responses to the consultation, we will progress with our proposed changes to Ofgem’s cost recovery principles document. Ofgem will invoice licensees for the 2024/25 costs of the heat networks regulation team in June 2024.
