As set out in our recently updated Programme of Work, we are reviewing the operating cost allowances of the price cap. This includes a review of the core operating costs allowance, smart metering cost allowances and allowances for cost differences between payment methods.

The intention of the review is to consider whether changes to the allowances are appropriate, and if the allowances still reflect the efficient costs a notional efficient supplier may incur.

In this Call for Input, we outline the reasons that we consider it is appropriate to undertake a review now. We also set out the scope of this review and our early thinking and considerations across the operating cost allowances.

We are seeking written comments on the questions set out in the CFI by 23 June 2023.
