Rule 8.4.2(a) requires a CMN to be published for all Demand Control Instructions (DCIs). DCIs are either for energy issues or tagged as ‘system’. It is believed ‘system’ tagged events are localised and are not reflective of wider capacity challenges. Therefore the System Operator part of National Grid’s business would like consideration to be given to not triggering a CMN for a ‘system’ tagged DCI. Context: Demand Control Instruction – this term was developed as part of the Electricity Balancing Significant Code Review (EBSCR) which was introduced in 2015. Where National Grid instructs any form of Demand Control (ie voltage reduction, demand disconnection… ) the MODIS system is required to be updated with a Demand Control Instruction such that this can influence cashout (unless tagged as being for ‘system’ reasons). This process has been subsequently utilised to deliver the obligations in rule 8.4.2(a) of the CM Rules to trigger a CMN publication for ‘System Operator Instigated Demand Control Events’.
