This submission proposes to amend Rule 8.4 (Triggering a Capacity Obligation and System Stress Events). Specifically, it calls for Rules 8.4.2 and 8.4.6 to be reviewed and amended such that a Capacity Market warning is issued in response to an OC6 Demand Control Event, rather than a SO Instigated Demand Control Event.
