On 11 August 2014 we launched a consultation seeking views on how we proposed to administer the Energy Companies Obligation (ECO) for the remainder of the obligation period in line with the Electricity and Gas (Energy Companies Obligation) (Amendment) (No. 2) Order 2014.

The consultation asked for views across four sets of questions:

New CERO primary measures: minimum insulation levels to support a secondary measure

  1. Connections to a district heating system: pre-conditions for the premises under CERO and CSCO
  2. Compliance with building regulations: installation of a measure, and
  3. General comments on our guidance (version 1.2)

Response to the consultation and revised guidance

In total we received 29 responses, which we have published below unless a respondent has asked us not to do so.

Having considered the responses, we have now published a document which summarises the responses we received from stakeholders on the Energy Companies Obligation (ECO): Consultation on revisions to the guidance for suppliers and our revised Guidance for Suppliers version 1.2. The response document explains the changes we have made to the final guidance and sets out how we have taken into account the responses that we received to the consultation.

The revised Guidance for Suppliers (version 1.2) also includes changes made in line with the Electricity and Gas (Energy Companies Obligation) (Determination of Savings) (Amendment) Order 2014, relating to the latest versions of SAP and RdSAP.
