The Energy Bills Support Scheme (EBSS) is a scheme which forms part of the government’s cost of living assistance package for consumers from October 2022 to March 2023. The EBSS was designed by the Department for Business Energy and Industrial Strategy (BEIS) and provides domestic electricity customers in Great Britain with £400 of support, delivered by electricity suppliers over six months from October 2022. Households will see a discount of £66 applied to their energy bills in October and November, rising to £67 each month from December through to March 2023.
Ofgem have published a decision to introduce standard licence condition (SLC) 25E. This condition, alongside the Direction, provides the legal framework for suppliers’ obligations in respect of the delivery of the scheme. The Direction came into force on 25 September 2022 and has effect for the duration of the scheme, until 30 June 2023. The licence condition came into effect on 24 September 2022.
The EBSS guidance is provided to support domestic electricity suppliers in delivering the EBSS support payments to eligible customers. BEIS and Ofgem collaborated to create a joint guidance document, with Ofgem contributing in line with their EBSS responsibilities.
