This guidance note is to help suppliers and the supply chain to satisfy the premises requirement of the Home Heating Cost Reduction Obligation (HHCRO). Private domestic premises are domestic premises that are, in general, not owned or let by a social landlord. This requirement  applies to all measures delivered to help to heat group members and households listed in a local authority declaration.

The document explains the different ways to satisfy the premises requirement and which documents can be used to show this.

This document reflects the ECO2 Order and the ECO2t Guidance in force at the date of publication and is correct based on our knowledge at this time. It is a supplier’s responsibility to ensure that the documents submitted to us on request are in line with the ECO2 Order and the ECO2t Guidance.
