This publication is for ECO3 measures installed on or after 1 October 2018.
Under the Energy Company Obligation (ECO3) a wide range of energy efficiency measures can be installed. The measures table provides the measure type names that energy companies must use when they notify ECO3 measures, as well as some additional information for each measure.
The ECO3 Measures Table provides information on eligible energy efficiency measures which suppliers can use to meet their obligations for measures installed from 1 October 2018 until 31 March 2022. The table includes the following information for each listed measure:
Additional information has also been provided for some measures. The list of measures is non-exhaustive.
Please note that the measure types listed are those which are present in the deemed scores matrix. District heating systems have also been included, but these must be scored with SAP/RdSAP. Other measures may qualify, subject to review by us on a case-by-case basis.
Some measures which were present in previous versions of the table have been removed as they do not have deemed scores. These measures are still eligible for ECO, and if suppliers wish to install these measures they should contact us. The version 3.1 (December 2018) of this document was created to clarify relevant PAS annexes for solid wall insulation, conditions for park home insulation and heating controls in registered social housing.
Version 3.2 was created to include ‘Cavity wall insulation - Partial fill' and Footnote 9 to clarify when oil boilers can be installed.
Version 3.3 was created to correct the lifetime of ‘Cavity Wall – External/Internal Insulation’ to 36 years. This aligns with the ECO3 Deemed Scores.
Version 3.4 was created to include the ‘Solid floor insulation’ and ‘Compensation’ measure types, and to amend the External / Internal Wall Insulation measure category label (previously Solid Wall Insulation). The measure type labels within this category have also been updated for greater clarity.
Version 3.5 was created to align with the ECO3 Improving Consumer Protection amendment order. This made FTCH eligible in PRS F&G properties.
Version 3.6 was created to include annexes for both PAS 2017 and 2019, and to clarify that Electric Storage Heaters are eligible in PRS FG, only where the property has Solar PV. Footnote 10 was also added to clarify eligibility requirements for FTCH DHS installations.
Version 3.7 was created to include the B7 (Hybrid Wall Insulation) PAS Annex for EWI, IWI, and CWI measures. Footnote 4 was updated to include fuel cell mCHP as a renewable heat source.
Version 3.8 was created to include the new Time and Temperature Zone Control (TTZC) measure type in the other heating measure category.
