This letter presents our decision to approve the alternative solution for Balancing and Settlement Code (BSC) modification proposal P485 ‘Stabilise the Transmission Loss Factor (TLF) for BSC Year 2025/26 at 2024/25 levels’.
P485 amends the BSC to freeze the transmission loss factors (TLFs) for BSC year 2025-26 at the same level as for BSC year 2024-25, while the ongoing investigation on the causes behind the large changes in the TLFs for the north and south Scotland TLF zones continues. The freeze will start on the day P485 is implemented, which is five working days from the date this decision is published.
Under P485, the BSC Panel is to deliberate on the confirmed 2025-26 TLFs on or before 21 November 2025. The confirmed 2025-26 TLFs will apply from the next BSC season following BSC Panel’s deliberation. All BSC seasons whose delivery was either completed or occurring when the BSC Panel issues its deliberation on the 2025-26 TLFs are to be settled using the 2024-25 TLFs.
