This document summarises our decision on various important supporting policy points that were referenced for further consideration in our February 2024 consultation and March 2022 decision on Early Competition. It includes our views on the National Grid ESO’s proposed changes to the Early Competition model in its recently published Early Competition Implementation Update (ECI-Update).
We present our views and policy positions on:
- changes to the Early Competition model by the ESO under its EC-I Update, including the Cost Benefit Analysis (CBA) model and wider methodology for identifying projects for Early Competition
- Transmission Owners (TOs) conflict mitigation in supporting Early Competition tender process
- Transmission Network Use of System (TNUoS) revenue recovery for Competitively Appointed Transmission Owners (CATOs)
