We are publishing a suite of decision and supporting documents to enable connections reform, collectively known as the TM04+ reform package. 

The principal overarching document (main link below) provides an overview of the whole TM04+ reform package, including a summary of responses to our February 14 minded-to consultation. 

In the subsidiary documents you will find:

  • decisions on Code Modifications (CM095, CMP434, CMP435) 
  • decisions on Connections Methodologies (Gate 2 Criteria Methodology, Project Designation Methodology, Connections Network Design Methodology).  
  • decision on the Licence Changes (in response to our February 14 statutory consultation) including Licensee Notice and Appendices' A-C with tracked changes.
  • Impact Assessment 

The Impact Assessment, which underpins our decisions, sets out an appraisal of the potential impacts of these reforms across a spectrum of areas, such as consumers, network build, economic growth and outlines benchmarks of success. 

Altogether, the TMO4+ reform package enables a new electricity connections process that embeds ‘ready’ and ‘needed’ criteria into decision-making when managing requests for electricity connections.
