We have reviewed our current guidance on how to apply for a gas or electricity licence to update our expectations. Find out what has changed and comment in our consultation.

Who should respond

We welcome responses from existing licensees who have been through the application process, prospective applicants looking to apply in the future, and other stakeholders who interact with licensing. 

Background

Our guidance document aims to assist applicants by providing information on the overall process and licence-specific requirements. 

The proposed new guidance reflects our current expectations of licence applicants and improves clarity. We have created several new sections to better order the contents and we have re-ordered that content to improve the flow of the document.

Our intention is to improve the guidance we provide to applicants. We want them to better understand the application process and help them to complete good quality applications.

A summary of the proposed changes is provided in the attached summary document. 

Why your views matter

Your feedback will help us ensure our application guidance is as helpful as possible. 

We have published this document as a draft-for-comment to seek views on its clarity and format. 

On that basis, we would like to seek feedback on the following questions:

  • is the draft guidance easy to read and understand?
  • are there any sections that could be better explained?
  • is the draft guidance clear and easy to use? 

We would also be interested in any more general comments or feedback on the guidance.

How to respond 

If you wish to submit any feedback then please send your response to licensing@ofgem.gov.uk by 21 May 2025. We will consider all responses before publishing the final version of the new application guidance.

In accordance with our consultation policy we might publish non-confidential responses on our website. If you’d like the whole or any part of your response to be kept confidential, please mark those parts as such. If possible, put any confidential material in separate appendices marked ‘confidential’.

We propose that the improved guidance will take effect as soon as we publish our decision and that the new guidance will apply to existing and new applications. We consider this to be acceptable as the reviewed guidance does not change our methodology, it provides more clarity on our existing approach and expectations.
