The Vulnerability and Carbon Monoxide Allowance (VCMA) offers gas distribution networks use-it or lose-it funding for VCMA projects that support consumers in vulnerable situations.

  • what to include when registering VCMA projects and producing annual reports
  • what to do with unspent allowances
  • how to organise the annual showcase event and what to present at the event

It first came into effect on 1 April 2021.

Who this guidance is for

This guidance is for licensed gas distribution networks who must meet Special Condition 5.4.6 of the Gas Transporter Licence.

Updates to the guidance

This version of the guidance supersedes the previous guidance published on 31 October 2023. It comes into effect on 6 January 2025. Changes have been made to the eligibility criteria for projects on the servicing, repair and replacement of essential gas appliances.
