Reviewing smart metering costs in the default tariff cap: Response Paper 3

On 30 April 2019, we published an initial consultation on how we proposed to review the efficient costs of rolling out smart meters and set the allowance in the default tariff cap for these costs.
We are responding to the April consultation through a number of documents, which focus on major themes in stakeholders’ responses.
Our third response paper covers our proposal to have regard to advance payments or lagged payments (`carry forward balances’) in the first three cap periods as assessed using our revised SMNCC model, when setting the allowances for future cap periods.
We plan to publish the final Response Paper later in August.
