For each ECO measure a supplier notifies to us, it must provide the associated ECO savings.

Determining ECO savings

Generally, the lifetime carbon and cost savings for ECO1 measures and for ‘SAP scored qualifying actions’ in ECO2/ECO2t are determined by calculating the annual carbon or cost saving in accordance with Standard Assessment Procedure (SAP) or Reduced data Standard Assessment Procedure (RdSAP). ‘SAP scored qualifying actions’ are measures installed from 1 April 2015 to 31 March 2017 or, for DHS measures, to 30 September 2018.

Lifetime carbon and cost savings for ‘deemed score qualifying actions’ are determined using deemed scores. Deemed score qualifying actions are measures installed from 1 April 2017 to 30 September 2018, excluding DHS measures.

Appropriate and alternative methodologies

Where the above methodologies cannot calculate the savings for a particular measure, a supplier can apply to us to use a different methodology.

These methodologies are referred to as ‘appropriate methodologies’ for SAP scored qualifying actions, or ‘alternative methodologies’ for ‘deemed score qualifying actions’ (please see Chapter 6 of the ECO2t guidance: Delivery for more information on  appropriate and alternative methodologies).

The tables below detail appropriate and alternative methodologies we have approved. Suppliers wishing to use an approved appropriate or alternative methodology should notify us in writing at eco@ofgem.gov.uk.

ECO2/ECO2t approved appropriate methodologies

The following appropriate methodologies have been approved for ECO2 (including ECO2t). These apply to all SAP scored qualifying actions.

Simplified Building Energy Model (SBEM)This appropriate methodology can be used to calculate the savings achieved by SAP scored qualifying actions installed in multiple occupancy premises, for example student halls or hostels, where these premises meet the definition of domestic premises (see the ECO2t Guidance: Delivery). These premises cannot be modelled in SAP and as such, the SBEM can be used to calculate savings. The relevant measure lifetimes and in-use factors are applied to calculate the lifetime savings.

 

Please note that for ECO2t this should should only be used for district heating system measures.
