On 6 September 2023, we published a statutory consultation on proposed modifications to the ESO licence special conditions to implement funding arrangements for the transition to a Future System Operator. We also consulted on a draft of the FSO Transition Funding Governance Document, a new proposed Associated Document (AD) introduced by the proposed modifications.
We invited responses to the statutory consultation and the AD consultation by 4 October 2023. After considering these responses and making minor amendments to our proposed licence, we are now issuing a decision to make modifications to the licence. We will issue a decision to make AD modifications separately.
The decision will take effect from 13 December 2023.
