As the energy sector becomes more complex in its operation, planning, and dispatch, data needs to flow across the system. Ofgem has driven greater availability and standardisation of data within the energy sector. We are now focusing on improving access to ‘shared data’, sensitive data that can’t be shared openly but is important to flow across the sector.

We have previously committed to developing the pathway to delivery of a Data Sharing Infrastructure (DSI) to achieve these aims, as set out in our Future Systems and Network Regulation Decision (2023).

This consultation is seeking views on an interim governance framework for the minimum viable product of the DSI. This governance framework will cover the period from our consultation decision until 2028. We are seeking views and input from stakeholders on:

  • our proposed governance model, roles and responsibilities
  • key deliverables for the Interim DSI Co-ordinator between 2024 and 2028
  • whether the System Operator, Ofgem or an independent working group is best suited to lead the Interim DSI Co-ordinator role
  • the key considerations of each of these entities taking on this role

We will release another publication in Winter 24/25 on an enduring governance solution that will be in place from 2028 onwards.
