Consultation on NESO Business Plan Guidance

In April 2022, Ofgem and the Department for Energy Security and Net Zero (DESNZ) jointly decided to proceed with the creation of a new, independent system operator, known as National Energy System Operator (NESO).

‘Day 1’ of NESO, as soon as the organisation goes live, is expected to take place within the middle of an existing business plan period (BP2). As such, the Business Plan submitted by the ESO in August 2022 will remain in place until March 2025.

NESO will need to publish a Business Plan for the third Business Plan cycle (BP3), which will run from 1 April 2025 to March 2026. This will be the final Business Plan of the RIIO-2 price control period.

We are consulting on the content of NESO’s Business Plan Guidance, which aims to provide an update on the information that should be included in the Business Plan for BP3.

This consultation is open for 5 weeks, until 27 September 2024. Responses should be sent to FSO@ofgem.gov.uk and clearly marked where considered to be confidential.
